Yes you are right. Singapore’s Multi-Ministry Taskforce just announced that there might be quarantine free travel coming for travels to Singapore (this is for inbound SHN rules).
Effective from 21st August 2021, Singapore will allow fully vaccinated individuals to serve their 14-day SHN period at their place of residence, rather than in a hotel. This will mostly apply to Low to Medium Risk countries.

Singapore cuts the SHN for most countries to 10 days.

Furthermore, there will be more relaxations as the countries’ vaccination rate gets higher.
Therefore, we will look for countries which will likely accept Singapore travellers. In this case, we will get round trip without quarantine.
Here are possible list of countries for possible quarantine free travel from Singapore:
Australia

You are automatically exempt from the travel restrictions and can enter Australia (without obtaining an individual exemption) if you are:
- an Australian citizen
- a permanent resident of Australia
- an immediate family member of an Australian citizen or permanent resident
- a New Zealand citizen usually resident in Australia and their immediate family members
- a person who has been in New Zealand for 14 days or more immediately prior to arrival by air in Australia

South Korea

Korea has temporarily suspended their visa-free travel agreement due to COVID-19, excluding diplomats, official, or service passport holders; airline crew and passengers with an APEC Business Travel Card. Visitors will need a valid visa to enter and are advised to consult their nearest Embassy for visa and entry restrictions prior to entry as restrictions are subject to change.
